While I understand the functional reality of "I have no desire to comply with your ridiculous request for information," I think the actual semantic content of "To my knowledge ..." is an intensification of the translation I gave above under "Other:", to wit (intensification:) "I haven't bothered to look it up -- and I sure as hell don't plan to right now -- but I have a vague recollection that ...."
Naturally, it depends on the person, but i default to the second answer. I rarely run into the first or third answers; the first irks me, the third i can work with once i interpret it correctly.
